5th National Summit on Public Health Care begins  in Assam 

i. The 5th National Summit on Good and Replicable Practices and Innovations in Public Health Care Systems in India has begun at Kaziranga in Assam.

Foundation Of India’s Largest Dry Dock Laid at Cochin Shipyard 

i. The Union Minister for Shipping, Road Transport & Highways, Water Resources, River Development & Ganga Rejuvenation Nitin Gadkari and Kerala Chief Minister Pinarayi Vijayan laid the foundation for India’s largest Dry Dock at Cochin Shipyard in Kerala.  

ii. The Dry Dock will give an impetus to “Make in India” initiative under Sagarmala and raise India’s share in global shipbuilding to 2%. India currently occupies 0.66 % share in global shipbuilding market. 

Italian PM Giuseppe Conte In India On A Day Long Visit 

i. Prime Minister of Italy, Giuseppe Conte arrived in New Delhi on a day-long official visit to India. During the visit, the Italian Prime Minister will hold bilateral talks with Prime Minister Narendra Modi. 

ii. Both leaders will also attend the India-Italy Technology Summit which is being organised by the Department of Science and Technology in partnership with the Confederation of Indian Industry (CII).

World’s Largest Airport ‘Under One Roof’  Opened In Istanbul

i. The world’s largest airport terminal “under one roof” with a capacity to serve 90 million passengers has been officially opened on October 29 in Istanbul, which marks the Republic Day of Turkey. 

ii. Overall the first phase has cost 7.5 billion Euro.  The airport has been envisioned to have a total capacity of up to 200 million passengers, once all four phases are completed in the next 10 years.

IBM Acquired Red Hat For $34 Billion In Its Biggest Purchase 

i. America’s IBM has acquired software company Red Hat in a $34 billion cash and debt deal, marking its biggest ever acquisition till date. Founded 25 years ago, Red Hat was valued at about $20.5 billion at the end of trading.

ii. The open source, enterprise software maker will become a unit of IBM’s Hybrid Cloud division, with Red Hat CEO Jim Whitehurst joining IBM’s senior management team and reporting to CEO Ginni Rometty.

SBI, Hitachi Payments form Joint Venture For Digital Payment Platform 

i. Country’s largest lender State Bank of India (SBI) and payments solution provider Hitachi Payment Services India has entered into an agreement to form a joint venture for establishing a card acceptance and digital payment platform.

ii. SBI will have a majority stake in the proposed joint venture. Hitachi Payment Services India is a wholly owned subsidiary of Hitachi Group, Japan.

WhatsApp and CII Collaborate To Train SMEs, Entrepreneurs In India

i. WhatsApp has partnered with Confederation of Indian Industry (CII) to train small and medium enterprises (SMEs) and entrepreneurs on using the messaging platform to connect with customers and growing their businesses.

ii. WhatsApp and CII will work to enhance business communication for Indian SMEs through CII’s SME Technology Facilitation Centre. 

Urdu Writer Qazi Abdussattar Passes Away 

  1. Padma Shri Professor Qazi Abdussattar, a noted Urdu writer and former head of Aligarh Muslim University’s Urdu department, passed away in Delhi following a protracted illness. He was 85. 

ii. Winner of several national and international awards, Abdussattar was awarded Padma Shri in 1974. He was also the first recipient of Ghalib Academy Award in 1978.

On October 27, 2018, Union Minister Suresh Prabhu inaugurated the 3-day 10th Edition of BIOFACH INDIA, the largest show on the “Organic Sector” in India, at Pragati Maidan.

iii. An organic Theme Pavilion was set up by APEDA having direct display of items and direct business opportunity to Indian organic food product producers was provided.
iv.  150 exhibitors, 150 conference delegates and more than 60 international buyers from 15 countries participated in the exhibition cum international conference and buyer-seller meet.
v. Indian organic products including tea, spices, honey, basmati rice, coffee, cereals, dry fruits, vegetables, processed foods and medicinal plants were showcased and discussed about.
BIOFACH INDIA is also part of the BIOFACH WORLD forum, which includes events in Germany, USA, China, Japan, Thailand, Brazil organized by Nuernberg Messe Germany. The event has been successful in highlighting INDIA’s presence on the world map in the topic of “Organic Farming”.

2018 edition of India-EU dialogue on cooperation in the field of Digital Communications held in New Delhi

On October 27, 2018, India and European Union (EU) decided to cooperate on Digital communications, Digital economy and society.
i. This decision was taken by:
The Minister of State for Communications (Independent Charge) Government of India, Mr Manoj Sinha and
the H.E. Mr Andrus Ansip, European Commissioner for Digital Single Market and Vice President of the European Commission in their meeting in New Delhi.
ii. Under this, technical cooperation will take place between:
The Indian and European Telecom Standardization Development Organizations – TSDSI (India) and
ETSI (European Union).
iii. This was a part of annual India-EU co-operation dialogue on Digital Communications  set up in 2011. The next India-EU dialogue on cooperation in the field of Digital Communications will be held in the first half of 2019.

TAG index: Kerala & Mumbai the best State & city for teenage girls in India

On October 27, 2018, according to survey findings of The Teen Age Girls (TAG) Report, conducted by Project Nanhi KaliKerala topped the TAG index, which compares the performance of each State based on the status of their teenage girls.
i. This is the nation’s first report on what it means to be a teenage girl in India.
ii. This report was Compiled and published by the Naandi Foundation, with grant support from Mahindra & Mahindra Ltd.
About the survey:
i. It was conducted by an all-women team of 1000 surveyors, covering over 74,000 girls across the country and traversed 30 States and 600 districts.
ii. The parameters for the measurement of the TAG index were:

  • Current enrolment in educational institutions,
  • Child marriage,
  • Open defecation,
  • Hygienic menstrual practices,
  • Level of haemoglobin and body mass index,
  • Age appropriate schooling,
  • Ownership of phones and access to the internet,
  • Ease of going to a police station and filing an FIR, and
  • The ease of living and travelling alone.

Findings of the Survey:
i. According to the report, there are 80 million teenage girls in the country at present.
ii. The positive results show:

  • 81 per cent of teenage girls are currently studying,
  • 96 per cent of them are unmarried,
  • 70 per cent of the girls wish to pursue higher studies,
  • 74 per cent wish to work after their studies, and that
  • 73 per cent wish to marry only after 21 years of age.

iii. The Negetive results show:

  • One in every two teenage girls is anaemic,
  • One in every two has a low BMI,
  • 46 per cent use unhygienic materials during menstruation and
  • 40 per cent of them still have to defecate in the open.

State Standings:
i. Kerala topped the charts followed by Mizoram, Sikkim, Manipur and Himachal Pradesh.
ii. While the top three cities were found to be Mumbai, Kolkata and Bengaluru.

Tamil Nadu has created a national record by opening over 16 lakh postal savings accounts under the Sukanya Samridhi Yojana.

i. Tamil Nadu’s Chief Postmaster General (CPMG) M Sampath made this announcement in Trichy, Tamil Nadu, on 26th October 2018.
ii.  The Chief Postmaster General (CPMG) also inspected the Vaalavanthankottai rural branch post office in Trichy to assess the progress of the Digital Advancement of Rural Post Offices in New India – Darpan scheme.
iii.  He stated that over 1500 post offices, out of the total 6717 post offices in Tamil Nadu have already migrated to the Darpan system.

Portal to promote Odia language, literature inaugurated: Odisha

On October 27, 2018, Chief Minister Naveen Patnaik launched a new web portal of ‘Odia Virtual Academy’ to promote the Odia language and literature.
i. This is a result of 3 MOUs signed by the State Government with the University of Chicago library, CDAC and Centre for Internet and Society, Bengaluru for digitization and development of Odia software.
ii.  This will be helpful in the promotion of Odia language at the international level, especially for the Non Resident Odias (NROs).
iii.So far, as many as 170 books of Odia literature have been placed in the Academy website.
iv. Upcoming projects of the Academy are:

  • To digitize 2000 rare and copyright free Odia books,
  • Establish free digital library and digitize various Odia dictionaries,
  • Promote Odia unicode font faces,
  • Digitise and preserve Odia lexicon, ancient magazines and journals, traditional music, ancient documents etc.

22nd National Level Meeting Held Between India And Myanmar

i. The 22nd National Level Meeting between India and Myanmar was held in New Delhi. The Indian delegation was led by Shri Rajiv Gauba, Secretary, Ministry of Home Affairs, GoI.

ii. During the meeting, both sides agreed to take action against insurgent groups operating within their territories and providing of security cooperation along with international border and facilitating movement of people and trade across the international border.

2nd Guwahati International Film Festival Begins With Focus On ASEAN 

i. The second edition of the Guwahati International Film Festival (GIFF 2018) began in Assam. The week-long festival will witness the screening of more than 100 films from 50 countries.

ii. The theme of GIFF 2018 is: ‘Vasudhaiva Kutumbakam’. The focus region of GIFF 2018 is the ASEAN (Association of Southeast Asian Nations) region. The opening film of GIFF 2018, was ‘Bhoga Khiriki’ (Broken Window) by filmmaker Jahnu Barua.

1st Indigenously Overhauled Su-30MKI Handed Over to IAF 

i. The 11 Base Repair Depot (BRD) of the Indian Air Force in Maharashtra’s Nashik district handed over its first indigenously overhauled Sukhoi Su-30MKI fighter jet to the IAF at a ceremony held at the Air Force Station Ojhar.

ii. The Sukhoi Su-30MKI is a twin-jet multi-role air superiority aircraft developed by Russia’s Sukhoi and built under licence by India’s Hindustan Aeronautics Ltd (HAL).

 Mahinda Rajapaksa Sworn In As Sri Lanka’s New PM

Pak Lawyer Asma Jahangir Wins UN Human Rights Prize Posthumously

Pakistan’s human rights activist and lawyer Asma Jahangir has been posthumously awarded the UN Prize along with three other winners. Rebeca Gyumi of Tanzania, Brazil’s first indigenous lawyer Joenia Wapichana and Ireland’s human rights organisation Front Line Defenders are the other winners of the prize.

ii. The award ceremony will take place on December 10 on World Human Rights Day in New York, USA.

Roopam Sharma Wins World Health Summit Startup Award in Berlin 

i. Roopam Sharma, a 23-year old Indian scientist, won the World Health Summit Startup award, 2018 for his invention, Manovue – the world’s first intelligent personal assisting system for the visually impaired.

ii. Sharma was awarded at an annual event of the health summit in Berlin recently. He is the youngest person to be recognized as one of the top innovators under 35 by the MIT Tech Review in 2016.

Prof. M S Swaminathan Received 1st World Agriculture Prize

i. Prof. MS Swaminathan, chief architect of India’s Green Revolution was awarded the World Agriculture Prize for 2018. The global Jury of the 1st World Agriculture Prize had made the announcement.

ii. The Award was presented by Vice President Naidu at Vigyan Bhawan in New Delhi at a special session, named “Swaminathan Global Dialogue on Climate Change and Food Security” organised by Indian Council of food and Agriculture (ICFA).

India Doubles Its Presence In QS Asia Ranking 2019

i. According to a report named QS Asia University Rankings 2019 by Quacquarelli Symonds, India doubled their presence in the ranking. India has the third largest number of universities and institutes (75), after mainland China (112) and Japan (89).

ii. The National University of Singapore has been assessed as Asia’s best university. IIT-Bombay remains the highest ranked institution. It moved one place to the 33rd position.

IFFCO Biggest Cooperative In the World: Report

i. Fertiliser major IFFCO announced that it has been ranked as the biggest cooperative in the world by ‘Word Cooperative Monitor’ report 2018.

ii. The report was based on the ratio of turnover over gross domestic product (GDP) per capita. IFFCO has nearly 36,000 member co-operatives and a turnover of nearly USD 3 billion (FY 2017-18). It has retained this position from 2016.

Dr Jitendra Singh inaugurates 10th Nuclear Energy Conclave in New Delhi

v. Chairman, AEC (Atomic Energy Commission) and Secretary, Department of Atomic Energy (DAE) Dr K N Vyas, announced that, Kaiga Atomic Power Station has set a new world record among Pressurised Heavy Water Reactors (PHWRs) with one of its units operating uninterrupted for 895 days.

$777 million deal signed between India and Israel for Israeli missile defence systems

On October 24, 2018, India’s Bharat Electronics Limited (BEL) signed a pact with Israel Aerospace Industries (IAI) worth USD 777 million.


i. Under this contract, the IAI will supply Barak 8 Long-Range Surface-to-Air Missile (LR-SAM) Air and Missile Defence (AMD) systems for 7 ships of the Indian Navy.
ii. Bharat Electronics Limited (BEL) will be the main manufacturer for the project.
iii. With this deal, sales of the Barak 8 over the past few years would total over $6 billion.

Punjab & Israel signed 4 MoUs for agri research, water conservation and management

On October 24, 2018, the Punjab government signed 4 MoUs with Israeli institutions to address issues of farmers and depleting groundwater level in the state.
i. This was done by the Punjab Chief Minister Amarinder Singh on his five-day visit to Israel.
ii. The MoUs will help boost cooperation between Punjab and Israel in areas such as water conservation as well as agricultural research and education.
iii. Among these, MOU is for water conservation and 3 MOUs have been signed for educational purposes. They are as follows:

  • For water conservation and managementPunjab Water Resources Managementand Israel’s Mekorot Development and Enterprise Ltd. This would help formulate a Water Conservation and Management Plan for the State of Punjab.
  • For agricultural research and student exchange and seminarsPunjab Agricultural University (PAU)with Israel’s ARAVA Institute, Tel Aviv University (TAU) and Galilee International Management Institute.
  • For training of 200 scientists and extension workers: The Galilee International Management Institute signed MOU with PAU.
  • For Cooperation in Scholarship program with a validity of 5 years between TAU, PAU and Galilee International Management Institute.

Punjab banned use of glyphosate herbicide

On October 24, 2018, the Punjab government banned the sale of “cancer causing” weedicide glyphosate.


i. According to Postgraduate Institute of Medical Education and Research (PGIMER), Chandigarh, the systemic herbicide is a group 2A cancer causing material and has the potential to damage the human DNA.
ii. Punjab was the fourth State after Andhra Pradesh, Telangana and Maharashtra to regulate the sale of herbicide.
iii. Earlier, the Punjab State Farmers Commission had also recommended the ban on sale of this chemical in the state.
iv. Central Insecticide Board and Registration Committee has recommended the herbicide only for use in tea gardens and non-cropped areas.

Mumbai’s METRO INOX is now South Mumbai’s largest cinema and India’s First Rooftop Solar Powered Cinema.
i. It has launched two INSIGNIA screens which are 100% solar powered. It has become the first multiplex in India to join the solar revolution.

On October 25, 2018, the Haryana Government introduce the ‘Pashu Sanjeevni Sewa’ scheme to provide free of cost health care services to livestock in the state through mobile veterinary clinics.

iii.Livestock farmers would be able to avail the service of Mobile Veterinary Clinics 24×7 after giving a call on toll free No.1962.
iv. One mobile vehicle would be pressed into service in each block of these 3 districts.
v. Each mobile vehicle would have a three-member team comprising a veterinary doctor, one para vet and one helper-cum-driver.

ICGS Varuna’: Reliance Naval launched training ship for Indian Coast Guard

On October 24, 2018, Anil Ambani-led shipbuilder Reliance Naval and Engineering (RNEL) launched a 3,000-tonne training ship for the Indian Coast Guard (ICG) named ‘ICGS Varuna’.

i. The ship is a 105-metre long training vessel and is the largest ship ever built for the ICG and has a capacity to accommodate 242 personnel.
ii. It was built at a cost of Rs 220 crore and was launched at the shipyard of RNEL at the Pipavav Port in Amreli district of Gujarat.
iii. It is powered by twin diesel engines and can reach speeds of 20 knots.
iv. The ship would be delivered to the ICG in May 2019.

i. Presently, RNEL is constructing 20 ships of three different categories for the defence services of the country.
ii. These projects include 5 naval offshore patrol vessels and 14 fast patrol vessels, apart from the training ship launched. Of this, six vessels are expected to be delivered in 2019.

India has most outward migrants in 2017: ADB report

On October 25, 2018, according to Asian Development Bank (ADB)’s report  titled Asian Economic Integration Report 2018, most of the international migrants in 2017 were from India.
i. The number of international migrants were topped by India, followed by China and Bangladesh.
ii. One third of international migrants were from Asia in 2017.
iii. India had the most outward migrants in 2017 (17 million), followed by China (10 million) and Bangladesh (7.5 million).
iv. The global stock of international migrants from Asia rose 3.9 per cent from 83.6 million in 2015 to 86.9 million in 2017.
v. Intraregional migrants to India largely come from neighbouring countries such as Bangladesh (3.1 million), Pakistan (1.1 million) and Nepal (0.5 million).
vi. Global FDI into the region (measured by gross inward FDI) remains stable at USD 517.5 billion in 2017 from USD 519.9 billion in 2016.
vii. Greenfield or new investments generated some 667,000 jobs in 2017—mainly in India, the PRC, Viet Nam, the Philippines, and Singapore.
viii. These were from sectors of real estate, software and information technology (IT) services, and electronic components, among others.
ix. Asia’s outward foreign direct investment(FDI) moderated by 1.4 per cent in 2017—to USD 487.9 billion from USD 494.9 billion in 2016.

India & Indonesia sign pact to boost maritime cooperation

On October 25, 2018, India and Indonesia decided to boost maritime cooperation by being part of the maritime patrol in the Malacca Straits.
i. This was decided on the wide-ranging talks held between Defence Minister Nirmala Sitharaman and her Indonesian counterpart Gen (Retd) Ryamizard Rycudu  on the Indian minister’s 2-day visit to Indonesia.
ii. Apart from this, deepening of defence and security relations were also discussed.
iii. Earlier in May 2018, Prime Minister Narendra Modi visited Indonesia and signed a MOU on defence cooperation and elevated the ties to Comprehensive Strategic Partnership.

India to become world’s 3rd largest aviation market around 2024: IATA

On 24th October 2018, International Air Transport Association (IATA) stated that, India will become the world’s 3rd largest aviation market around 2024 surpassing the United Kingdom.
Key Points:
i. India is at present, the world’s 7th largest aviation market. By 2037, out of 572 million new passengers in the world, India will account for 414 million passengers.
ii. The latest update to IATA’s 20-year Air Passenger Forecast has been released. It is projected that, passenger numbers could double to 8.2 billion in 2037.
iii. The Asia-Pacific region is projected to drive the biggest growth with more than half the total number of new passengers in the next 20 years coming from these markets.
iv. China would displace the United States as the world’s largest aviation market in the mid-2020s.
v. Indonesia would be a standout performer, jumping from the world’s 10th largest aviation market in 2017 to the 4th largest by 2030.

Railways’ UTS app to book unreserved tickets online to go live from 1 November

Indian Railways’ UTS (Unreserved Ticketing System) mobile app for buying unreserved tickets online will be available throughout India, from 1 November 2018.
Key Points:
i. This scheme was introduced 4 years ago. It received wide response only in Mumbai. Then, it was launched in Delhi-Palwal and Chennai city.
ii. Railways has already implemented the scheme in 15 of its zones. North East Frontier Railway and West Central Railway are the 2 zones, where it is yet to be implemented.
iii. This app is also available for buying tickets for travelling long distance, platform tickets and monthly passes.
iv. A  passenger needs to be around 25-30 metres away from the station to use the UTS app. A user can book only 4 tickets at a time through the app.
v. In the last 4 years, the app gained nearly 45 lakh registered users and around 87,000 tickets were bought per day.

NASA names gamma-ray constellations after Godzilla, Hulk

NASA (National Aeronautics and Space Administration) has used the names of modern mythical characters “Hulk” and“Godzilla”, to name its new set of 21 gamma-ray constellations to celebrate its Fermi Gamma-ray Space Telescope’s 10th year of operations.
Key Points:
i.  Fermi has mapped nearly 3,000 gamma-ray sources which is 10 times the number known before its launch.
ii. The 21 gamma-ray constellations also include famous landmarks like Sweden’s recovered warship, Vasa, the Washington Monument and Mount Fuji in Japan. Also other names like the Starship Enterprise, the TARDIS, and Albert Einstein.
iii. Since 2008, Fermi’s Large Area Telescope (LAT) has been scanning the sky every day. It maps and measures sources of gamma rays, the highest-energy light in the universe.

MIT scientists develop cell-sized robots named “Syncells” to help detect diseases

United States’ MIT (Massachusetts Institute of Technology) scientists, have developed a method to mass produce robots the size of a cell named “Syncells” (synthetic cells), that could be used to monitor the interior of an oil or gas pipeline, or to detect disease in the bloodstream.
i. Syncells can be produced in large quantities by controlling the natural fracturing process of atomically-thin, brittle materials.
ii. A process called “autoperforation” directs the fracture lines to produce miniscule pockets of a predictable size and shape.
iii. Inside these pockets electronic circuits and materials are embedded to collect data.
iv. The outer structure of syncells if formed by a two-dimensional form of carbon called grapheme.

World’s Oldest Known Shipwreck Found Intact At Bottom Of Black Sea

On 23rd October 2018, researchers announced that, an ancient Greek trading ship dating back more than 2,400 years has been found virtually intact at the bottom of the Black Sea.
i.  This ship is the oldest intact shipwreck known to mankind. The ship is lying on its side with its mast and rudders intact. It has been dated back to 400 BC.
ii. The vessel was found at a depth of more than 2,000 metres (6,500 feet). The vessel is one of more than 60 shipwrecks identified by the Black Sea Maritime Archaeology Project.

i. The Union Government constituted a four-member Group of Ministers (GoM) to examine and strengthen the existing legal and institutional frameworks for dealing with matters of sexual harassment of women at the workplace. The Group of Ministers will be headed by Union Home Minister Rajnath Singh.

No Sale of BS-IV Vehicles Across Country From April 1, 2020: SC

i. The Supreme Court ruled that no Bharat Stage-IV vehicle shall be sold across the country with effect from April 1, 2020. The Bharat Stage VI (BS-VI) emission norm would come into force from April 1, 2020 across the country.
ii. The ruling was made by a three-judge bench headed by Justice Madan B Lokur. The bench clarified that only BS-VI compliant vehicle will be sold in India from April 1, 2020.

India Signs $5 bn-worth Of Pacts To Give Impetus To Iron And Steel Industry


i. Thirty-eight pacts worth $5 billion were signed among 20 technology providers, capital goods manufacturers and steel producers, which will give impetus to the manufacturing of capital goods for the iron and steel industry. Of the 20 companies who exchanged the MoUs, about 12 are foreign players.

ii. The MoUs were signed at a conclave on Capital Goods for Steel Sector, manufacture in India, organised by Confederation of Indian Industry (CII) jointly with Mecon and Steel Ministry.

UNESCO MGIEP(Mahatma Gandhi Institute of Education) in association with Government of Andhra Pradesh announces TECH 2018, an international conference which aims to showcase the role of games and digital learning in enabling a shift from “transmissive pedagogies” to “transformative pedagogies” to create peaceful and sustainable societies.

China successfully Tests ‘World’s Largest’ Cargo Drone


i. A Chinese company has tested the ‘world’s largest’ cargo drone Feihong-98 (FH-98) which can carry a payload of 1.5 tonnes (1,500kg).

India Signs $777 Million Deal For Israeli Missile Defence Systems 


i. State-owned Israel Aerospace Industries (IAI) has won an additional $777 million contract to supply LRSAM air and missile defence systems to seven ships in the Indian navy. The contract is with the Bharat Electronics Ltd (BEL), which is the main contractor in the project. 

ii. The LRSAM, part of the Barak 8 family, is an air and missile defence system used by Israel’s navy as well as India’s navy, air and land forces. With this deal, sales of the Barak 8 over the past few years total over $6 billion.

RBI Lifts The Baan On Fino Payments Bnk To Open New Accounts


i. Fino Payments Bank, one of India’s first payments banks, has been allowed to open new accounts by RBI after it submitted a compliance report. It had been barred by the central bank from adding new customers since the end of May. 

ii. An RBI audit revealed that some Fino accounts had deposits in excess of the stipulated amount of INR 1 lakh. Airtel Payments Bank were also barred from onboarding new customers earlier.  In July, the RBI had lifted the ban on Airtel Payments Bank.

Centre Sends CBI Director Alok Verma On Leave, Appoints M Nageshwar Rao As Interim Director


i. The Union Government has sent CBI Director Alok Verma on leave. Verma was appointed as CBI Director in 2016 for two years and his tenure ends in December 2018. The decision was taken by the Appointments Committee of the Cabinet (ACC). 

ii. The committee also issued an order appointing M Nageshwar Rao as Director of the Central Bureau of Investigation (CBI). Rao is presently working as Joint Director at the CBI. Rao will take over the duties and functions of CBI Director with immediate effect. 

Kohli Becomes Fastest to Reach 10,000 Runs in History of ODI Cricket 


i. India captain Virat Kohli has become the fastest batsman to score 10,000 runs in the history of ODI cricket, achieving the feat in his 205th innings, against Windies. 

ii. The 29-year-old overtook Sachin Tendulkar, who had reached 10,000 ODI runs in his 259th innings, against Australia in 2001. Kohli also slammed his 37th ODI hundred, reaching the landmark in 116 fewer innings than Sachin Tendulkar.

India’s coastal communities to get USD 43.4 million from Green Climate Fund

On October 22 2018 UN-backed fund has approved USD 43.4 million for supporting climate resilience of millions of people living in the coastal states of Andhra Pradesh, Maharashtra and Odisha of India to combat extreme impacts of climate change during the 21st meeting of the Green Climate Fund (GCF) Board at Manama,Bahrain.

i. The new project will be supported through the United Nations Development Programme (UNDP), and is an essential step for India in reaching its goals outlined in the Paris Agreement and 2030 Agenda for Sustainable Development.
ii. Government of India will finance an additional US$86.8 million toward the new project to mainstream and accelerate the impacts of the Green Climate Fund grant.
Reason behind the fund for India
India’s coastal areas are quite vulnerable to climate change and this project focuses on selected vulnerable areas of Andhra Pradesh, Maharashtra and Odisha states. The new project, with GCF assistance, will not only help enhance resilience and adaptability, but also lead to emissions reduction while providing support to local communities for their livelihoods.
About Green Climate Fund
This fund approval is a part of more than USD 1 billion approved by the Green Climate Fund for 19 new projects to help developing countries tackle climate change. The 19 new projects amount to a total investment from GCF of USD 1,038 million, and including co-financing the projects will channel over USD 4,244 million of climate finance for low-emission, climate-resilient development.

Insolvency Law Committee submits its 2nd Report on Cross Border Insolvency and Recommends adoption of the UNCITRAL Model Law of Cross Border Insolvency, 1997

On October 22 2018 Ministry of Corporate Affairs constituted Insolvency Law Committee (ILC) to recommend modification to Insolvency and Bankruptcy Code of India, 2016, and has submitted its 2nd Report to the Government, which deals with cross border insolvency.
i. Corporate Affairs Secretary, Shri Injeti Srinivas handover this report to Shri Arun Jaitley , Minister of Finance and Corporate Affairs.
ii. UNCITRAL Model Law of Cross Border Insolvency, 1997 was recommended by ICL to adopt as it provides a complete agenda to deal with cross border insolvency issues.
The UNCITRAL Model Law has been adopted in as many as 44 countries and became a part of international best practices in dealing with cross border insolvency issues.
i. The advantages of the model law are giving priority to domestic proceedings and protection of public interest.
ii. The other advantages include greater confidence generation among foreign investors, adequate flexibility for seamless integration with the domestic Insolvency Law and a robust mechanism for international cooperation.
Four major principles of cross-border insolvency
The model law deals with four major principles of cross-border insolvency, namely
i. Direct access to foreign insolvency professionals and foreign creditors to participate in or commence domestic insolvency proceedings against a defaulting debtor;
ii. Recognition of foreign proceedings & provision of remedies;
iii.Cooperation between domestic and foreign courts & domestic and foreign insolvency practioners;and
iv. Coordination between two or more concurrent insolvency proceedings in different countries.

From 22nd October to 4th November 2018, ‘Druzhba-III’, the 3rd edition of joint bilateral military training exercise between Pakistan and Russia is held in Pakistan.

iii.Armed forces from both the countries will perform tasks at an altitude of 1,400 meters above sea level.
iv. In August 2018, an agreement was signed allowing Pakistani troops to train in Russia. It was signed during the 1st Russia-Pakistan Joint Military Consultative Committee (JMCC) meeting on security and defence.

On October 22 2018 Paytm, run by One 97 Communications Ltd has launched a QR-based smartphone payment service called ’PayPay’ in Japan in collaboration with SoftBank and Yahoo Japan Corporation.

ii. Yahoo Japan will terminate its current smartphone settlement function “Yahoo! Wallet” with the launch of payment service called “PayPay”.
PayPay is build around the QR (quick-response) code technology that Paytm set up in 2015, which currently offers mobile payments to more than 350 million customers and over 9.5 million merchants.

IL&FS appoints three advisors for debt resolution plan

On October 22 2018 IL&FS(Infrastructure Leasing & Financial Services) board of directors has appointed Arpwood Capital Pvt Ltd and JM Financial Consultants Pvt Ltd as financial and transaction advisors(FTAs) for the company.
i. Alvarez & Marsal has been appointed for the group with the mandate to maintain strict controls and manage day-to-day liquidity, evolve a resolution plan, and manage stakeholders with regards to the implementation of the resolution plan.
ii. IL&FS and its subsidiaries have defaulted on several debt repayments recently due to liquidity crisis.
iii. Infrastructure builder and financier IL&FS has accumulated debts of Rs 90,000 crore and recently defaulted on a host of short-term borrowings.
iv. The central government stepped in to replace the board of directors with a new board led by banker Uday Kotak.

Superflares from young stars may imperil planets: NASA

Scientists have found that violent flares from the host star might make planets orbiting it, uninhabitable by affecting their atmospheres, using National Aeronautics and Space Administration (NASA)’s Hubble Space Telescope.
Key Points:
i. NASA’s Hubble telescope is observing such stars through a large programme called HAZMAT (Habitable Zones and M dwarf Activity across Time).
ii.  This programme is an ultraviolet survey of red dwarfs at 3 different ages: young, intermediate, and old.
iii. As per NASA, stellar flares from red dwarf star, are particularly bright in ultraviolet wavelengths, compared with Sun-like stars.
iv.  Red dwarf is the smallest, most abundant and longest-lived type of star in our galaxy. Hubble’s ultraviolet sensitivity helps to observe these flares.

Praveen Kumar retires from all forms of cricket

i. Praveen Kumar is 32 years old. He hails from Meerut, Uttar Pradesh.
ii. He represented India in 84 international matches between 2007 and 2012 and gained 112 wickets in Tests, One Day Internationals (ODIs) and Twenty20 International (T20I).
iii. He made his ODI debut in 2007. He is known for his ability to swing the ball in both ways.
iv. He also played for Kings XI Punjab, Royal Challengers Bangalore, Sunrisers Hyderabad, and Gujarat Lions teams in the Indian Premier League (IPL) tournament. He took 90 wickets in 119 matches.

i. Shimomura and two American scientists shared the 2008 Nobel Prize for the discovery and development of a jellyfish protein that later contributed to cancer studies.

On October 17, 2018, a parliamentary panel on labour was constituted to examine the functioning of retirement fund body Employees Provident Fund Organisation (EPFO).
i. It will be headed by BJP MP Kirit Somaiya .
ii. Its functions are listed as below:

  • To examine the functioning of EPFO,
  • To review the implementation of labour laws, social security and welfare scheme for workers,
  • International Labour Organisation conventions binding on India,
  • Measures taken by the Indian government to implement ILO laws,
  • To look into the working conditions and welfare of mine workers and review that to Directorate General of Mines Safety,

iii. It had also asked the Ministry of Labour and Employment to collect, with regard to the total number of PF trusts under the PF Act, 1925, information about the number of subscribers and total contribution from subscribers.
i. Earlier, the panel had suggested that the EPFO should act as the sole regulator for all categories of provident funds particularly private PF trusts.
ii. However, at present, the EPFO is not the sole PF organisation or regulator in the country.

Four Himalayan peaks named after former PM Vajpayee: Ministry of Tourism

On October 20, 2018, 4 Himalayan peaks near Gangotri have been named after former Prime Minister Atal Bihari Vajpayee.
i. This was done during an expedition conducted by Nehru Institute of Mountaineering and the tourism department.
ii. The expedition was flagged off from Dehradun on October 4 by Chief Minister of Uttarakhand Trivendra Singh Rawat.
iii. They climed the peaks located at 6,557, 6,566, 6,160 and 6,100 metres on the right flank of Gangotri glacier, and named them Atal-1, 2, 3 and 4, while hoisting the national flag.
iv. The peaks are located near Sudarshan and Saifi peaks in Raktvan valley.

On October 20, 2018, to develop Cruise Tourism in the country, India’s first ever passenger cruise ship was launched between Mumbai and Goa.

India’s longest river bridge to be built on Brahmaputra river in Assam

On October 21, 2018, it was announced that India’s longest river bridge will be built across the Brahmaputra, connecting Dhubri in Assamto Phulbari in Meghalaya, by 2026-27.
i. It will be a 19.3 kmfour-lane bridge that will cut road travel by 203 km .
ii. The new bridge will complete the missing link of NH127B from Assam to Meghalaya.
iii. The bridge will also improve connectivity from West Bengal to Assam.
iv. For the project, the National Highways and Industrial Development Corporation Limited (NHIDCL), recently reached out to global players in France.
v.The Japanese funding agency Japan International Cooperation Agency (JICA) has approved a loan for this project as a part of a road infrastructure improvement package in the North East.
Currently, the longest river bridge in India, at 9.15 km, is the Dhola-Sadiya Bridge which was opened in 2017.

On October 19, 2018, Union Minister of State for Home Kiren Rijiju and Arunachal Pradesh Chief Minister Pema Khandu distributed the cheques to the villagers of West Kameng district in Arunachal Pradesh.

i. He distributed nearly Rs 37.73 crore as compensation to the villagers of the state, more than 56 years after India’s war with China.
ii. It was for the land acquired by the Army to set up its bases, bunkers and barracks.
iii. Earlier, In April 2017, Rs 54 crore was distributed among 152 families of three villages of West Kameng district. In September that year, another installment of Rs 158 crore was distributed among the villagers for the private land taken over by the Army.
iv. And in February 2018Rs 40.80 crore was handed over to 31 families in Tawang district.
After the 1962 India-China war, the Army had acquired huge tracks of land to set up its bases, bunkers, barracks, construct roads, build bridges and other installations.

Man-animal conflict a ‘State Declared Disaster’: UP government

On October 17, 2018, in a first-of-its-kind move, the Uttar Pradesh government made the man-animal conflict a ‘State Declared Disaster’.
To help reduce retaliatory killings.
Key Points:
i. These incidents would be under the ambit of State Disaster Response Fund (SDRF).
ii. According to the provisions of the order, a compensatory amount of Rs.5 lakh would be given to family of deceased if the victim of the animal attack dies.
iii. The disbursement of compensation for injury would be in accordance to SDRF guidelines.
iv. It also states that the amount of Rs 1 lakh per death would be arranged by the state forest department from its own budget to the Revenue Department.
v. It ensures that the amount must be paid within 24 hours of the incident RTGS and the production of the post-mortem examination report of the victim would be made available.
vi. It urges creating awareness, police support in conflict prone areas.
Other News:
For the first time, lion and wild boar have been added to the list of wild animals which includes tiger, leopard, Indian wolf, hyena, crocodile, elephant and rhinoceros as predators.

On Oct.19 2018 According to Brand Finance’s annual Nation Brands 2018 report,India lost one spot and ranked 9th in the 10 most valuable nation brands in the world for the year 2018.India was ranked 8th in the last year 2017.

iii. Brand Finance measures the strength and value of the brands using a method based on the royalty relief mechanism employed to value the world’s largest companies. It looks into nation brand strength, royalty rate, revenues, weighted average cost of capital (WACC) or discount rate and brand valuation.

On October 20,2018 State Bank of India has launched “SBI Wealth Hub” in Lalbhag Branch,Mangaluru.SBI is the first bank to introduce wealth business services for its customers.
The wealth hub was launched by SBI Chairman Rajnish Kumar. The bank has also launched Wealth Business services for NRIs and is in the process of setting of a state-of-the-art global e-Wealth centre at Kochi.
